Points to consider:
A Planning Inquiry in 2006 upheld Trafford Council’s refusal to grant Tesco permission to build a store of 88,05 sq foot. The Planning Inspector said:
“I am concerned about the effect the proposals would have on town, district and local centres”.
He also said:
“local shops cater well for the needs of those shoppers who, in particular do not have their own means of transport. Those shops are a valuable aid to social inclusion. In this respect it seems to me that the shops at Gorse Hill, the Quadrant and along Ayres Road would be particularly vulnerable to the effects of a large store.”
How can this proposed store, which is almost twice the size of the store refused in 2006, be of an appropriate scale? (166,847 sq foot now against 88,095 sq ft in 2006).
This current application is for a store 3.4 times the size of the planning consent Tesco have had since January 2004. Its size and out-of-centre location go against national planning guidance (PPS6) on protecting the health of local town centres.
PPS6 also requires that “a sequential approach should be applied in selecting appropriate sites for allocation within the centres where identified need is to be met all options in the centre (including where necessary, the extension of the centre) should be thoroughly assessed before less central sites are considered for development for main town centres uses”. Has Tesco shown sequentially that the proposal could not be firstly in-town or secondly edge-of-town we think not.
We support the development of the cricket ground but not at the cost of local shops.
A shop of this size will cause additional congestion on Chester Road and surrounding roads and could result in disturbance from deliveries at all times of day and night as well as even more chaos on match days.
Tesco make great play of the number of jobs that they will create in the new store. They do not mention the jobs lost when existing locally owned and run businesses close down. Research in 1998 showed that for every 20 jobs created by large superstore, 30 local jobs were lost.
A supermarket of this size will also have a negative impact air quality and traffic noise.
